So what we reckon. Top 30 European nations in Fifa Rankings + 6 from a pre-qualifying group stage ?

6 groups of 6.

1. Belgium, France, Italy, England, Spain, Portugal

2. Denmark, Netherlands, Germany, Switzerland, Sweden, Croatia

3. Wales, Poland, Serbia, Ukraine, Czech Republic, Austria

4. Russia, Norway, Turkey, Slovakia, Romania, Scotland

5. Hungary, Greece, Ireland, Bosnia, Northern Ireland, Finland


Basically if you take the top 3 positions from each of the current 10 groups the only changes would be Israel, Albania & Macedonia in for Austria, Hungary & Bosnia. But Hungary can still jump Albania for 3rd and Austria can still jump Israel for 3rd in their groups. So Fifa Rankings are pretty close to current form.

So basically need to find a way for 25 other teams to become 6 without too much time and games being taken. Somehow if you get it down to knock-out - 24 then 12 then 6 would probably be best. But you want each national to feel involved and they got a fair chance so group round-robin may have to happen.
