I think Saskatoon has the most potential to replicate Halifax. The city is behind the ownership to revamp the site with the league's mandate to have the stadium soccer specific. Saskatchewan has a history of strongly supporting their sports teams. The club addresses a need to give a sport team to a younger demographic, the CPL club won't be competing with the CFL Roughriders which serves an older demographic in another city. Quebec City is a lock...It's done deal from what I'm hearing. You're right, it's between Laval and Montreal although if we get a D2 league, Laval and Longueuil would make sense. There are multiple groups interested in the Montréal area. The league is wise to get the best bid out of it. If you can get a French giant like Lyon to commit to Montreal Island with a stadium, you're not only giving a strong foundation to CPL within the city but it could compete with CF Montréal, see below The French expats would most likely throw their their support behind a French club ownership. They already have their soccer fix with Ligue 1, the difference in level between MLS and CPL wouldn't phase them CF Montréal being in the east gives an opportunity for the club to be more central where most of the French expats and most Montrealers actually lives which happens to be closer to downtown on top of it. The bulk of immigrants lives in Central Montreal, not east. Tickets being cheaper, shorter trips makes it appealing CF Montréal rebrand was an epic fail...many hardcore fans, Season tickets holders are watching CPL more carefully. The league will be okay with one owner having two teams? I agree. I don't honestly see a place for D2 at this stage of the game. The D1 markets are just getting established and there isn't really any space right now between them and the minimum level for a sustainable pro league. As in, what would a team look like right now to be able to support a fully pro team but not be able to make D1? Possibly in the future if D1 gets somewhere close to where MLS is today there'd be room for a D2 that resembles today's D1. But a D1 and then D3 leagues in BC, the prairies, Ontario, Quebec, and (eventually) Atlantic Canada? That looks quite good and very doable today.
LSSE would be the money but would most likely have separate management for each clubs. Bob Young is the money behind both Forge and Halifax The plan was to merge L1O and PLSQ with increasing the standards in all metrics. Atlantic could join the league later once Quebec and Ontario works fine. This came from Soccer Quebec president who said that it was time for the D3 to be much closer to pro and building a league where they could attract the kind of owners that would be interested. Rightfully so, he said that CF Montreal deems PLSQ to low to bother putting a club there or scouting the league hence guys like Farsi and Abzi heading straight to CPL. They want D3 "East" to have the level where MLS and CPL clubs would loan players, add reserve teams and potentially sign players from there. From my understanding, BC League One is aiming to those standards right from start with the likes of Altitude FC of North Vancouver. This is in line with the CSA plan of having regional D3 leagues like the CHL leading to a football "Memorial Cup" just like the USports is doing. CPL said that they view D3 has "developmental" which means that CPL clubs would put reserve teams there while drawing from that pool but no pro/rel with D3.
This sounds like the D3 moving to something between the current D3 and a level that could be D2. It would be a big plus to have the reserve teams in the league. It would have to come up in standards/skill as planned, especially if it was to host the MLS reserves (since they loan to the CPL at its current level). Merging L1O and the PLSQ (or not) would really seem to be a matter of logistics. Whether the geography makes it easier to run two leagues or one bigger league. Regardless, if they did move up to a true semi-pro, they would certainly lose some teams at the bottom end.
Losing clubs might be necessary if it means merging local clubs giving them more resources to run the teams to higher standards. Not all PLSQ and L1O would make the new league

Derek Cornelius lived up to the hype about being a solid reliable CB while David Norman Jr. adds depth to the CB pool. One of Canada's surprises. Defense won't be Canada's problem for much longer. While Baldisimo was a rock at midfield, this is where there's need to be change. Metcalfe, Raposo played limited minutes while Aidan Daniels had no business being there. Better alternatives from CPL were available The attack didn't work. Brym is a better winger than CF, Bair held the ball poorly and lack physicality while Tabla didn'tplay to his potential. The coach and President have both talked about playing youth (which, for TFC, is mostly Canadian) this year. I'd like to see it. Time will tell if this continues when the team has its full squad available but Armas did start the young Canadians while leaving Mullins and Gallardo on the bench. Vanney probably would have had those two in rather than starting Shaffelburg and Okello.
The way they played against Leon, no doubt in my mind they are ready to play in MLS. This would also save the club more money to get a more marquee DPs than Altidore and Bradley.
