Playing friendlies at any level doesn't cap-tie a player. However: someone who plays competitive matches at youth level is "provisionally cap-tied," meaning they have to file a one-time switch to play for another country. Players can only switch to countries for which they already had citizenship at the time of their first competitive youth cap. Because the one-time switch is one-time, filing that switch cap-ties the player to the new national team even before making an appearance.

At this point you gotta put some rules in to contain yourself a bit while still working on getting better. Every player has to touch the ball before a shot or something to that effect. Needless to say, you don't need CONCACAF teams playing you with a chip on their shoulder. Legs and hearts have known to be broken.
