Mason Mount is starting for England. If Musah continues a normal development track I would think he'd get to that level.
Musah isn't a Champions League player, Valencia are a mid-table side that have just sold half their squad. If you're asking for names though, I would suggest that Angel Gomes and Marcus Edwards have done far more to earn a call-up.
Traditionally Valencia makes Champions League in Spain. Made it to R16 last year. Unlike your other guys who play on some teams I've never heard of.
Quality of club team matters. Otherwise you would call up the best U21 player in League 2 over a squad player in the EPL.
I think it would probably be a dereliction of duty to start picking players purely based on who they play for. If that League Two player is better, then he should get the call-up.

At least to me the comments coming out of England feel like some preemptive excuses. Like the MIGHTY THREE LIONS would NEVER promote a teenager to the first team in hopes of persuading him to join like those desperate YANKS. It was only their DESPERATE and SHORT SIGHTED promotion of Musah that led him to pick America... Hope I'm right.
Why would they have played in senior international friendlies? That would be odd. But yes, we definitely have players that haven't been called up to the U21's that are more deserving that Musah at this moment in time. He's only 17 years old let us remember, and done next to nothing in the game. Let's be real for a moment, the only reason you're overrating Musah is because he's eligible to play for the USA. Before news of the call-up, none of you had even heard of him. In fact, but for the USA call-up and the media hype about a tug of war, hardly anyone else would have heard of him either. It's not like he's setting the world alight at Valencia. And far from preparing for his departure (and at the risk of looking silly later), I fully expect him to choose England over the USA, especially if he turns out to be the top player you all now seem to believe he will be.
