This has been discussed a lot up-thread. Summary: that's how many were sent out, not necessarily how many that will be actually received; calling them military ballots is misleading as really it's all U.S./Georgia citizens living abroad --- civilian and military.
That's because they aren't expected to still arrive. There are 8,000ish military and overseas ballots that were requested but not returned. Whether that's because they got held up in the mail, were sent back too late, or not sent back at all, is unknown.

I thought I heard on MSNBC from a writer on the Atlanta Journal-Constitution that the overseas/military ballots had a receipt deadline of either today or Saturday to be counted. I can't remember which day was the deadline exactly, but he acknowledged what's already been said about the 8,000 ballots requested. We just don't know how many of them are outstanding and will be returned by the cut-off. They could still alter the result in Georgia, which might be playing out like Florida 2000 in terms of closeness of the vote.

I was fairly confident about a Biden win but I also believe there was denial on both sides. The anti Trumpers underestimated how much his support really did not wane in his base during his presidency. And conversely, Trump supporters didn't necessarily understand that the majority have had enough of him and just want him out, pretty much no matter what. This election clearly reflected both those points, hence the incredible numbers both candidates ended up with. This will be a huge win for Biden but the country is very much split in half and it's sure to remain so for a long time. Especially with Trump not going anywhere (even after the results are ratified, whenever that will be).
