Those were very different times compared to today. Back then European clubs were only allowed to field two foreign players in a match - both domestically and in UEFA competitions - although I believe they could have a maximum of four foreign players in their squad. After Italy were knocked out of the 1966 World Cup by North Korea the Italian Federation immediately banned clubs from signing foreign players, the belief being that the many foreign players in Serie A affected the quality of players available to play for the Azzurri. Can’t fully recall but I think La Liga had a similar ban either during the 60s or early 70s. The Serie A ban wasn’t lifted until 1980 when each club was allowed to sign one foreign player. This was increased to two foreigners per club in 1981. By this time Italian clubs had accumulated lots of money to splash around and it shows when you look at the number of big name foreign players that went to Serie A in the early-mid 1980s. Zico was committed to Flamengo during his peak and when he finally decided to leave the club (at age 30) he ended up in Serie A (Udinese). Unlimited foreign players in European clubs didn’t happen until 1995/96 due to a combination of Jean-Marc Bosman winning his court battle for free agency and the European Union outlawing leagues/clubs limiting the number foreign players.
Spain banned the signing of foreign players from August 1953 to May 1973. Although foreigners were allowed back in La Liga for the 1973-74 season they were still banned to play in the Copa (then called Copa del Generalísimo) until the following season. This expalins why Cryuff and Netzer did not play in the '74 Copa final (Barcelona 0-4 Real Madrid).
