You're thinking of ESPN3. ESPN+ is a relatively new (started in 2019, IIRC) standalone service. $6 a month.
But it's all the same ESPN app. There's three different things bundled in there, if I understand it correctly: Stuff your TV subscription includes. Basically, streaming access to ESPN, ESPN2, ESPN News, ESPN U and ESPN Deportes. Additional stuff on ESPN3 if your TV provider has agreed to carry ESPN3 and most have. At one point, this was a five-cent-per-subscriber charge by ESPN to the ISPs. It was live events only. Now, it's seemingly a lot of minor college sports and what used to be the NCAA version of the out-of-market packages set up by the pro leagues. ESPN+ is a paywall with a lot of additional stuff like Bundesliga, MLS, various shows from the ESPN archives. Contrary to what some believe, ESPN+ does not give access to "linear" ESPN channels. And yes, blackouts do apply, per team and league policy. Either ESPN and/or ESPN+ can have additional camera angles of select games carried by ESPN. Some cord-cutters will use these camera angles to watch games instead of paying for ESPN. And if anyone thinks that's confusing, look at what HBO did to HBO Go and HBO Now when HBO Max launched.
The one nice thing is the ESPN app has a dedicated ESPN+ tab or area, so if that is all you have you can go there and it's guaranteed you have access. I just wish it were better organized. Sometimes it is difficult to find what you are looking for and their search function is not great.
