Chile has won how many Copas in the past few years? Chile is an aging team now but they also have young talent too coming in...which should make them a favorite or at least a dark horse.
Conmebol is short of World Cup qualifier weekends. I wouldn't be surprised if the 2021 Copa América is postponed.
They also postponed African Cup of Nations until 2022 so I wonder if Copa gets postponed to 2023 and the 2023 Copa America gets postponed to 2024 or 2025
There is no 2023. The next Copa America after the postponed one will be Copa America 2024, followed by CA 2028
Assuming they do resume CONMEBOL qualification in October as planned I think Copa America 2021 will be played as scheduled. Now if those October and November matches don't happen something has to give and it would either have to be the Copa America or the qualification process. Thread bump! Conmebol's World Cup qualifiers week in March has been postponed because European clubs would refuse to release players. They say that the Copa América won't change dates. But there's not enough dates for the qualifiers.
My guess is they'll go from 2 to 3 matches in certain windows like CONCACAF and UEFA are doing to get all the matches they need to in.
CONMEBOL rejected the Colombian soccer association's request to postpone the tournament to November and now CONMEBOL will decide where the matches which had been scheduled for Colombia will be held, whether in another co-host country or in Argentina.

I honestly would love it if Copa America was in the USA but wouldn't that interfere with Gold Cup 2021
As of today, there has been no final decision on whether Copa América 2021 will be hosted singly by Argentina or whether there will be a co-host. Chile appears to be the likeliest co-host if CONMEBOL opts for two countries, although that would force event planners to remove Chile from Group A (hosted in Argentina) and placed in Group B (which has Colombia and which was to take place in Colombia - this would mean a team from Group B would switch to Group A so Chile could play at home). Other federations may protest this, because while Group A has Argentina, Group B has Brazil. There may be teams in Group A which don't want to play Brazil and teams in Group B which don't want to play Argentina - not right away at least.
COVID up throughout South America, including Argentina, which now has more daily cases than the USA despite less than 1/7th the population. Uruguay now is averaging more cases and deaths per capita on a daily basis than the USA was at the height of the pandemic here. The unexpected news: The CDC and State Department issuing warnings against travel to Japan for the Olympics, even for people who are vaccinated. Per a CDC statement: "Travelers should avoid all travel to Japan. Because of the current situation in Japan even fully vaccinated travelers may be at risk for getting and spreading COVID-19 variants and should avoid all travel to Japan." The current case and death rates in Japan are about half that of the USA.
