As far as I know the first portion you mention is correct but not sure about the if someone offers more bit to be honest. I’d assume the club would still be contractually obligated to sell at that lower price to original club regardless and then the play can pick club of their preference. Not sure though. my understanding is it’s essentially a release clause for one club if you wanna think of it that way.
