Haaland and Dahoud out injured. When he came in for Haaland they moved Hazard to a more CF role. I'm guessing they wouldn't put Gio at forward vs having someone else play a CF type position like Hazard.

Do we? Is this unique to the BL? I've mostly followed prem and international VAR, but I don't think there's anything specific to those competitions about not being able to go back to rule on something because of a quick restart, that would be very against the point of VAR as far as I understand it... I cannot think of a reason to have this rule. If it exists and it has somehow eluded me until now I'm shocked that this exact situation has not occurred in the entire prem season, in which a VAR call didn't occur because another team initiated a quick restart, because it would have been endlessly whined and bitched about by the anti-VAR crowd. I feel like that would have been brought to my attention.
I think we don't because, at least in the Bundesliga, the ref has the option to take the advice and do nothing with it. Unless a confirmation has come out that the VAR remained silent how can we know? It is in IFAB's Laws of the Game. Possibly not everyone adhere's to it, but for this specific indident I've heard several pundits say BVB was a bit naive to restart so quickly. They also say

Agree. The VAR is supposed to automatically check every decision/ situation. I can't imagine the VAR didn't check that. Now, whether they notified the ref he should review and he decided to stick with his decision or that he should hold up the restart so they can have time to check, who knows?
I am pretty sure I recall several instances where something is missed on the field and play continues only to be stopped by VAR. This should have been the case here. That was a clear penalty and should have been called even after the corner was taken. Perhaps I am mis-remembering? I dunno.
You are describing a different situation - play continuing and stopped by VAR/ referee vs play naturally stopped after the incident and then restarted. The rule is pretty clear that after a restart the chance to review is gone.
Feels like it would be the perfect opportunity to give him his first start. Against a bottom of the table team that nonetheless still prefers to play a pretty open style.

I used to think Fivver was a capable coach in making poor teams competitive, but he is now actively making BvB worse. He has what amounts to 5 centerbacks on the pitch. Delaney and Can Cancel each other out. Guerrero and Hakimi are now both neutered as wing backs. Sancho and Bradnt can neither create nor attack because there is one, no space behind them and two, no one to pass the ball to them. Dortmund has enough talent to play a simple 4-3-3 and control and dominate this match. No real need for two redundant defensive midfielders or need to hamper your two best wing players with defensive duty. Geez, what a waste.
