At any rate, the article seems to gloss over the fact that MLS had nothing to do with Pulisic. “As Don Garber has stated in the past, MLS needs to become a selling league, a developing league, a league that offers chances to young players as a launching pad to the rest of their careers. Pulisic and Davies are the ideal examples of this. Which others will now follow in their footsteps?” Also missing is that MLS has produced a handful of solid and successful transfers over the years. Just not young ones. And Davies has yet to complete a full seasons worth of games at Bayern. Let’s hold off on the stratospheric projections until there’s a couple of titles in the bag as well. Between not knowing what anomaly means and being ignorant of the fact that Pulisic never played a day in MLS, that's just a terrible piece that ought to be taken down.

In Pulisic's case, he was originally enrolled in the youth academy and only later signed with the club proper. He was not under any sort of contract with his team in the US. Normally the rules on signing minors apply even if it represents an original signing rather than a club to club transfer. ( which is of course the main issue) I'm not a youth rules guy - there are several who come around these parts - but I believe that coming out of a clubs own youth system exempts the signing.

I don't think that's relevant. There's an exception if the young player's parent(s) move to a new country, but only if the move is for "non-football reasons".

My understanding is that with an EU passport you can move at 16 rather than 18. Marc Pulisic's job was probably relevant in the sense that it helped Christian make his way living there, but probably not in the sense of any help navigating the rules.
It's helping navigate the rules. That said, how many parents would be willing to let their 16 year old soccer prodigy son move half across the world, to a country where English isn't the first language, and where they don't have direct control or supervision over said son? Most parents aren't going to be to just quit their job and move to a foreign country to be with their son while he pursues dreams of being a professional athlete.

Use SIC codes and site conditions to have each business classified based on risk levels, then any alerts and conditions can be more tailored to allow the possibility of softer, phased-in shut downs to minimize economic impacts. Each business could be so rated during their annual health & safety inspection. Entirely possible to set up within 2-3 years. Just a thought.
