A lot of it is wealth distribution. As with many native populations the concept of owning land for individual use was a foreign concept to Hawaiians, so when white explorers cane, the king “gave away” large swathes of the islands to the Baldwins. As a result, native Hawaiians were locked out of the rapid growth that has happened in Hawaii and they’ve been relegated to the poorer “wet side” of the islands.
Could it be that Hawaii went extreme because they know how limited their medical resources are compared to bigger mainland states?
I think it is more that they are in the unique position of being islands where the only real connections are via airplanes. If they lockdown the islands for a few weeks/months and then enforce quarantines, they have a better chance of stopping the viruses spread on the islands. This should, in theory, allow them to reopen the island for locals and let everyone continue about their daily lives until the rest of the world gets things under control.

When Whitmer extended the shelter in place order for Michigan, she specified that travel between vacation homes and your primary residence within MI was forbidden. A lot of people who live in populated areas aren't happy they can't go to their homes in Northern Michigan. But it was the governments in Northern Michigan asking for that provision.
The last week has been amazing for Seattle and it looks like we have another week of pretty good weather.
The beaches arent closed. They are closed for certain activities. Fishing? Yes. Surfing? Yes. Swimming? Yes. Walking? yes. Sitting on a towel 50 yards from the nearest person? Ticket with fine and jail time. Nothing that is happening here on Maui is a no brainer; this is Mayor Victorino pursuing some agenda that he is keeping to himself. And our hospital just had a big outbreak, and the staff doesn't wear masks. Because that's kind of the first thing you would do if you are worried about public health. But instead we have curfews, drones, roadblocks and other goofy shit.
The hospital is home to the worst outbreak on the island, due to their negligence.. They should be concerned about the hospital, but in true island fashion, we are ignoring the problems at the hospital and setting up roadblocks. I am tiring of beating this drum. I'll just say one last time; what is going on here in Maui is not a reaction to a public health crisis. Its local, dirty, politicians doing what they think will bring them some benefit. Its not fun to watch.
Physical activity is an exempt activity and all of the things you listed are things that are best done in isolation and the numbers are low enough that it isn’t really a concern, while sitting on the beach was proven to be a bad idea because people are dumb AF and seem incapable of maintaining social distancing. Going to the beach is a social activity for Hawaiians and they do it in numbers. If walking on the beach, surfing, swimming, and fishing got crowded enough to be an issue, they too would be banned. That’s what happened here in Seattle. So many people were hitting the parks to get their exercise that they closed the parks to stop it from happening..

Maui’s hospital is now up to 34 confirmed cases. Additionally, one of the workers that tested positive also worked at the hospital in Kula, so that hospital is likely going to get carpet bombed with tests and, I’m sure, will have cases confirmed there to.. but don’t worry folks. It's about 3-1/2 years too late that the media is finally calling it as it is. Although they still use terms like "mistakenly claimed" or "falsely claimed" instead of "lied his ass off."
So how are the guys on the right (Hannity, etc) spinning Trump's declaration that there are no states rights and he has "total" authority? I don't get this one. I know Trump's an idiot and says a lot of dumb stuff, but this is the equivalent of Obama going on TV and announcing that "Black people have never been treated poorly in this country!" or some such. States rights are an absolute touchstone of his base. I wonder how they see this proclamation.
How? Because Republican "beliefs" are 90% for effect. The rich ones want tax cuts, the poor to middle class ones want no abortions, and most all of 'em want POCs put in their place.
