By 2002, Republicans were running political ads that described a man that gave up three of his limbs in war as a traitor and sympathetic to terrorists. Not only did they face no consequences for that, they swept Democrats out of office running on that. Trump is just the physical manifestation of a political tactic that started well before Trump was ever thought of as a politician.

TBH, I would not go that far. There were some pretty crappy Presidents and even worse politicians in the early to mid-1800s with regards to a wide range of things. The Federalist party was completely destroyed because of their opposition to the War of 1812 and being branded as all ranges of vile things by the Dem-Rep. There is a serious amount of recentism in US politics with regards to just how horrible Americans treat each other. This crap has existed from before we were a country and, at times, the dehumanization of the other has lead to Americans killing each other (Civil War says, "Hi!")
