What goes in a toxic waste dump are the harmful by-products left over after something useful was manufactured. Twitter leaves out anything useful being manufactured.
That is my answer when someone refers to somethings as a "cesspool." I think the term "toxic waste dump" for twitter is apt, for exactly the reason you state. SOME things that come out of twitter may be useful. Most of it is toxic, smelly and disgusting.
Twitter tells us that 140 character sentences are a justifiable substitute for real news articles so "useful" may be an exaggeration.
