Well, he can probably move to France now, as he holds a French passport. There's always some debate on these moves, but generally you aren't restricted from going to your "home" country.
I’ve been DM’ing with Evan’s dad Dom. He is very nice and open to sharing information about his son’s soccer journey. He told me that Evan trialed at SM Caen last year, which went well, and they will be going back to France again in March to take another look at Caen. He said they also might visit Germany and Holland as well. I’ll keep in touch with Dom and let you know how things go.
Just curious, any idea why they visit Caen so much? Seems like he would be able to get a trial anywhere in France.

Been chatting some more with Evan's dad Dom. He said that Evan is still planning on moving to Europe next year when he turns 16, which will be in September 2020. Dom also said that SM Caen really wanted him to sign this year but they couldn't get it worked out with FIFA. Evan is planning on trialing at more European clubs this year, but Dom told me the clubs don't want them to release the names. He said the clubs are "pretty big and have good academies.”

It looks like that the competing teams in the Bundesliga Cup are: Group A: Dortmund Hamburg Hoffenheim Frankfurt Group B: Stuttgart Koln Arsenal Bayern Evan is playing for Arsenal just to get scouted by a bunch of Bundesliga teams at once, that's some 4D chess right there.
Dom said that from what he’s heard Evan had a really good tournament, playing up in age against some strong German sides. He said the games were only 40 minutes total.
reviving this thread. Rotundo has trialed at both Schalke and Dortmund recently. Evan is a sure thing to head abroad in September 2020.
