no, that article says nothing about Ki SY can only sign with non-UEFA clubs. simply, if Ki SY were return to K League.. it has to be w/ FC Seoul as they have his rights. if not, other K League clubs have to pay a fee for him to sign him (around 2m+ i believe) FC Seoul basically made him low ball offer & basically said.. if not us, F the rest.. you can't have him.
