I do think there's some truth in this. Hauptman's Fire seemed to be treading water before he came on and it's not implausible that his role was to help transition out of the mess that the team got itself in in B-view. The soccer side of things have been putrid, but for all we know Nelson may have been considered successful by anyone with money in the game on the business end. Wouldn't shock me if part of Rodriguez's assignment from ownership was "keep off field costs as low as possible until we can get the deal done". Ironically (maybe over-optimistically) I think the fact that Paunovic still being around shows that Nelson making soccer decisions isn't long for this world, either through his replacement or an Ernest Tanner type coming in. No one wants to hire a new manager if a GM/Technical Director hire is pending.
If that's the case, why would they have signed Schweinsteiger? A guy like that doesn't come cheap and if all they are looking for is to keep the costs low, there are plenty of COCACAF guys who would be willing to come in for $200k

Part of him still being around could be related to two different things. Presumably he has a fairly high salary and, as such, a higher buy-out cost. If Hauptman was as cheap as people suggest then he wouldn't want to pay that buy-out and pay for a new head coach. Hence, he is still around. The second option as to why he is still around is related to the whole "not funding the team correctly" theory that surrounds the Hauptman area. The new owner could believe that it is ok to give everyone a fair shot because their results are tainted by the previous majority owner. Pauno was a fairly big deal in coaching when the Fire signed him after he lead Serbia to the U-20 title and they supposedly beat out Panathankios for him. So ownership my be willing to give them a year to prove they belong with appropriate backing. I personally think that Pauno just isn't a great coach at this level and he may be a good national team (even if just a youth oriented) coach. I actually think that Rodriguez hasn't done a bad job of finding players for the past few years. Outside of Marcelo were there really any bad signings of players that were supposed to be first team players? Sapong, Gaitan, Frankowski, and Kronholm are all good signings. They probably could have done a bit better in 2018 with only Katai being brought in and 2017 saw the Bava signing but that was balanced with Nikolic. McCarty, and Bastian. I mean 2016 wasn't great but compare it to 2015 and it isn't that bad. Nelson arrived in September of 2015 and the signings made before he got there were Daniel Cyrus, Gilberto, Victor Perez, Shaun Maloney, Adailton, Guly do Prado, Kennedy Igbonanike, David Accam, and Joevin Jones. I understand why he has the rep he has, I just think that looking at it from a player scouting and recruitment perspective he isn't as bad as people say he is.
Not having seen Chicago all that much, I don't have a lot to go on, but I always got the impression that they had some decent players and should have been better. The whole was less than the sum of its parts. A lot like the pre-Arena Revs.

We end this season with a million more questions than last year. And above all, I feel like the team has really lost it's identity this year. Dome has every right to be pissed about the striker situation and spending. He is also under contract for next season so I wouldn't be surprised if next season is his last. Possibly have Van Brockhorst as an assistant before he takes over the season after next. I'd be shocked if he was fired.
