    Yeah, you're right. The only thing that makes sense to me is that someone pressed the wrong button at UEFA HQ, so the people who were supposed to be second in the queue, the partially successful, got the email and ticket offers first, instead of the totally unsuccessful who got the email promising they'd be first in the queue. They'll never admit to it though.

    Don't think it is a mistake. Quite likely that they had a poorer return on the first round takers than they expected (not totally unexpected given the approach that encouraged massively redundant requests with no downside). They may have assumed that since the partially successful already had a proven track record of buying, that they pursue them first, then opened it up very selectively to unsuccessful applicants (while tossing their commitment out the window). Regardless, we will never know....

    I agree that those who failed to pay should be excluded but why did people that were never allocated anything in the first place get no chance in the second place?

    Not justifying what they did, which was clearly different from what they committed to us all, just trying to rationalize why they did it this way. This enabled them to get a good enough outcome wrt tickets sold, while retaining control over the process and not opening it up to a massive FCFS onslaught that likely would have brought the system to its knees. Plausible?

    Had a been baku i wouldn't even a posted, people got rome, Bucharest and Glasgow

    My offers for baku were removed 20 mins ago also, so uefa still seem to be working on this stage, just worth keeping an eye on your mail accounts

    Me too. They just removed personal offer for baku matches. I don't see advantage on my account now.

    I doubt there are any more sadly. My offers too that had been there for weeks up until about 10am today are now gone ("No personal advantages are on offer here." on the my offers/advantages page).

    Plus the main ticketing page text has changed to "The first application phase is over. The next sales phase starts in December 2019."

    Je pense que lorsque le monde du sport s'éloigne des billets en papier, cela rend les vieux souvenirs des tournois passés beaucoup plus cool.

    Looks like it the December tickets will only be available for fans of the countries who have qualified.

    "Ticket application window opens for fans of teams that have qualified for the finals
    Fans of teams that qualify through the European Qualifiers can apply for tickets if they meet the criteria set out by their national football associations."

    Aye there was never any mention of a future FCFS phase. Only chance apart from thru your nation now is when tickets are handed back.

    Post #1318 speaks to UEFA confirming a general sale to public in December too. There should be a FCFS phase in April 2020 too running through to the Finals, for ticket resales and sponsor returns.
