Depends on if a scoring opportunity is being generated - ARs are directed to keep it down if a shot or good goal scoring oppty is about to occur, otherwise they pop the flag.

All goals are reviewed. So the offside on the second goal was definitely reviewed. The “handball” could have been reviewed. But if that review found no clear error, there’s nothing for them to do.
