Incorrect. The VAR does not send it down unless they think there was a clear and obvious error and they have evidence to prove it. The referee then looks at it and decides if the VAR was correct. In other words, BOTH must decide there was a clear and obvious error in order for a call to be changed.
Then wouldn't that automatically put the VAR and center ref at odds when the center ref checks the video and upholds the original? I haven't seen the procedure described in that way.
No more than when the referee overrules an assistant referee because they've got a better angle. There have been several incidents lately where a VAR has recommended a review for serious foul play only for the referee to look at it and (correctly) decide the VAR was wrong. Unfortunately, that safety net doesn't always work because the tech is still new fand the refs are obviously just as fallible as anyone else.
But it's still a recommendation. Clear and obvious would be definitive. In other words, while the center ref is walking over to the screen, the stadium announcer may as well announce that the VAR has determined that the call on the field is clearly and obviously wrong.

True, but one of these teams deserves to be down a goal for subjecting the viewing public to such dross.
After suffering through Liverpool - City, I'm in favor of public shaming for all teams that don't score. That game was miserable.
Elfath has to go. Makes up a foul on the goal after he clearly wave on from the incident in real time, then he fails to call a trip outside the box on Acosta. If you’re going to question your own decision via VAR, why not do away with on-field calls entirely and judge the game from above? Ref on field just blows a whistle when told from the earpiece.
