Why do you think that Kroos can't score? Kroos was originally a more attack minded player than he is now. I even remember he was Germans' youth team high scorer in a tournament. He is far from the goal, if he plays closer, he can assist and score much more.

The way i would read this would be: we dont plan to sign Neymar, and if we plan to sign another PSG player, we will talk to the club first.
Neymar is out of the question this summer for sure.

I am not saying he can't score at all but there are much better options than him at 10. Plus he is soooooo slow. I love him at 8 .

 

I don't know about you guys but I feel that these repeated statements are making us look incredibly weak. They don't need to release official statements to refute these rumors. They can refute these rumors through direct communication with PSG officials.
