Some media sources are suggesting Klinsmann as one of the top picks. I would be totally against even considering him. His nationality isn't exactly optimal for one thing, but even more importantly he's recently coached the USA to some abysmal qualifying results including a 4-0 loss to Costa Rica. Which of course is why he's currently unemployed..

Anyone thinking about Kinsmann should be sacked as well. I'm in total agreement that a foreign manager may be the way to go, but Kinsmann may be a dumber choice than Blind.
I feel sorry for him a bit. He had very little coaching experience, plus he had very little talent to work with. But at the end of the day all that matters is results, and he wasnt getting them

Yes no doubt the worst in the last several decades. After 15 years of Holland being undefeated in home qualifiers, Blind takes over and manages to lose three(!) qualifiers at home.. I'd be very happy with Koeman, but I don't see why he would even consider taking up the poisoned chalice of trying to guide Oranje to Russia, considering he's still happily under contract with Everton, with still more than two years left on it.
You prepare a tactic for a game few days before it. The bulgars didn't know De Ligt would start until the last hours before the game. Probably the coach told them to force on De Ligt once he knew it, but the idea to attack was decided a way before and doesn't have anything to do with De Ligt. I haven't looked in to names. I would look at some south american managers who have performed in the copa america, or someone with experience in the serie A. It's still the most tactically diverse league in Europe.
