Wilshere isnt a good enough defender to be relied upon in that dual 8 position. Thats ultimately why he wont make it here unless he improves.
You are probably correct on the grand scheme of things. I feel like Wenger's biggest weakness is turning out to be knowing when an inferior player can do the job in regards to rotation. If the team has limited offensive threat rotating in a Wilshere level player should be fine, and yet we just run out best players into the ground.
he just a stubborn old school manager. Ferguson was great at knowing when to play the Parks, Nicky Butts, Fletchers, and O'Sheas. Wenger has never had players like that. Ray Parlour was the closest, and that was before him.

im certainly not going to judge much of what wilshere is capable of playing at Bournemouth considering quality of teammates and system. I mostly judge him on his appearances with arsenal, and those were hit or miss. so if hes able to stay healthy, id like to get one season with him at arsenal before id make a decision on him.

Wilsheres body couldnt handle it He couldve been good but lacked the decision making skills and over extended into tackles His pssing seemed to regress oddly and he held the ball too ling but also showed some great dribbling skills and direct play Ah well, another kid who was never quite there to reach their potential

Biggest reason we haven't got a Cazorla replacement. No one in there with his level of understanding. It's an under-appreciated ability of the Spanish playmakers. They're very smart. Koke is the next one in line, and maybe Saul as well.
