Yes if we include only domestic TV revenues. But you must take into count also international TV revenues. La liga excpects about 600mil. € from interanational TV rigths per season/year. I don't think Bundesliga can get even a half of this amount.
I know for a fact all this revenue over the past 5 years has helped the EPL dominate domestically and internationally as far as quality......
