Yes, that's right. 2nd and 3rd place finishers in each group will be reseeded, with the top seed playing the 4th seed, and the 2nd and 3rd seeds playing. The winners of these 2 games will also qualify for New Zealand.

I don't know. I asked about this in the "TV, Satellite & Radio" forum, and a poster there made a good point. If these games are on Fox Soccer 2Go, chances are they have an agreement that would not allow CONCACAF to broadcast them online for free. But I could be wrong.
