Perhaps. But those players aren't available to the Union, and even if they were would probably cost more in allocation money + cap space than what a DP spot costs in cap space. Realistically speaking though, yeah, I would think that if the Union were willing to budget $1.2 million a year to buy and pay for a CM, they could go find a better ones than Edu outside of MLS.
I get the impression that most coaches go into the draft looking for the players who were hot at the combine rather than focusing on what a player has done over his career. Especially if they are coming out of a good program, they should have faced decent competition enough times to be on solid footing. The big exceptions would be those players from lower divisions or small schools who don't start off on an equal footing.

It is helpful to remember that often this types of answers are "non-denial denials" and hence have no real meaning at all. It all depends on what the meaning of the word "is" is. Is NYRB talking to Xavi right now? Maybe not. But perhaps they have inquired and been given a number they are considering. Xavi may have knowledge have that that he doesn't want to divulge, but are they talking or have they talked to him directly? As it was noted above, it is unlikely they would have before Barca give permission.
