No one's arguing that Rafa wasn't a good manager a decade ago. He clearly was. As a Napoli sympathizer, though, I really want him to find somewhere else to ply his trade.
You can throw your wage bill theory out the window. What he did at Chelsea should not be underestimated. The club was a mess when he took over, the fans didn't want him and neither did the senior players, Yet he was still able to salvage their season and win the Europa league and secure champions league football. Did I mention he had Torres playing at a semi decent level and scoring goals again? Something no other Chelsea manager before him was able to achieve. Like him or not as a person, you can't doubt the guys credentials, he is far and away the best candidate for the job.
He also ran a CL winning club into the ground because he wanted to undo all of Mourinho's work and put his stamp on the team, losing most of the players respect in the process. The fat waiter is the last guy you want, IMO.
