I concur. I saw Bird open for Clem Snide in Barcelona a few months ago, and was amazed. I think he's out now (or just finished a tour) with The Magnetic Fields.

Re: De La Soul I'd guess most would say start with their debut, 3 Feet High and Rising, although this might be a good one, too -- 16 singles, released from '88 to '01, including 5 from their debut (in arguably better versions on songs such as "Plug Tunin'"). I've only got two of theirs as of now and those are the two.
