That's correct, there haven't been any play-offs in Tohoku. There have been no updates to the Tohoku League site since October, which doesn't help as regards clarity of information. My assumption is that the league will revert for this year to its regular format of a first division and two regionalised second divisions, although there are three months to go to the normal start of the season so that could change. The Kyushu play-offs are this coming weekend, 14th and 15th January. Also this weekend are the extra play-offs in Kanto to decide the team that will replace YSCC.
Oh, so did JEF Reserves fold completely? I was under the impression that they dropped out of the JFL to play in the Regional Leagues, but I guess JEF Utd just wasn't competitive enough then. Btw, how will they handle promotion in the Tokai league? Chukyo Uni. B won with Chukyo Univ. A at second place. Will they both get promoted despite being B and A team? I guess Hamamatsu Univ. will take the third spot since Fujieda MyFC got promoted, or will they have a playoff to resolve this?
Yes, JEF Reserves folded at the end of the 2011 JFL season. As far as I know both the Chukyo University teams will be promoted to Division 1 of the Tokai League; there's no reason for that to be a problem if they were both in Division 2 last season, after all.
Arte Takasaki have withdrawn from the JFL, which according to the league's press release here will operate with 17 teams in 2012.
Yeah, I wonder why JFL didn't use them. BTW, has Arte folded completely or relegated to some bottom league (Gunma prefecture I believe, if we take case of MM Mizushima as example)?
The company structure is gone and there is no plan to continue the club. I guess there might be a successor club in the future, or the players may try to band together to play on some level... They could have at least merged with Tonan Maebashi, which already has the proper structure to qualify for JFL. It must have just come down to the wire without the time to get it worked out.
Seconded. I can't see any problem with promoting them considering that they actually placed fourth in the promotion play-off too. I don't speak Japanese, but is there anyone who does who knows if it's definite that JFL will run with 17 teams or if there's still a chance that they will admit a team like Sagamihara?
What scum! I hope the JFA lays the smackdown on them. Sagamihara may have finished 4th but they had good showing and it wasn't just JFA's push. I doubt a merger with Tonan Maebashi, which represents a different town (remember Omiya and Urawa down the railway?) would have been the way to go.

It was almost exactly the same with Mito. A team in Tsuchiura (40 km away) was in JFL and FC Mito merged into the league when that team wanted to fold. The same with Fujieda MYFC jumping rungs in the pyramid by merging with Shizuoka, leading them to be able to enter JFL this year. It just seems a waste of a spot. Tonan is a good little club that could hang in the league better than Takasaki.

Furtho, is there no promotion from Tohoku 2 -> Tohoku 1? I know many teams dropped last season but it's a shame for Vanraure Hachinohe, guys are really interesting and ended last season with a 10-0-0 record, 61 goal scored and only 1 conceded...
As mentioned a page or two back on this thread, there's no official confirmation of anything coming from the Tohoku League. Cobaltore Onagawa have indicated on their site that they expect to be participating in an eight-team Division 2 South, as they would have done if the tsunami hadn't taken place. But it looks like that's all there is to go on at the moment.
Don't have time to look at this at the moment, but stuff from the J-League about J2/JFL promotion and relegation is here.
Basically only associate members in JFL can enter J2. If finishing #1, there is automatic promotion replacing J2 #22. If JFL #2, there is a playoff with J2 #21, or if JFL #1 is ineligible, the playoff is with J2 #22. It seems really hard to break through with this system, much harder than before, and hard to be relegated to JFL.
I am pretty sure minor changes will come in the upcoming years. At least, it has started. Also, pro clubs can be now relegated to JFL, if they do not fulfill the club licensing requirement. http://www.nikkansports.com/soccer/news/f-sc-tp0-20120117-890890.html
