I'm not completely sure but I've heard we offer foreign players 3 year contracts. We still owned the rights to Denis Marques (he was out on loan)......with Chun Soo and Rodrigo coming off the books as well as some dead contracts, I think it freed up our budget. We added staff this year so I don't know where you get the staff not taking salary. We only added 6 players and 3 will probably be taken care of by getting Chikara's bloated salary off the books.
One simple truth is that veteran in Japan are overpaid. Miyamoto, Kaji, Myojin, Futagawa, etc. were all around 700,000 Euro/yr With some good scouting, you can get a good Korean or Brazilian for half of that.

I don't recall glorifying Japanese football, unless you think my comment that the J.League is a better league than the English Championship is 'glorifying'. I like to see our players do well abroad as much as the next person. But having an exodus of ~20 of the best (predominantly) J.League players since the start of 2010 does have an effect on the quality of the league if that quality isn't replaced by similar quality coming in. And because J.League clubs are giving away players for almost nothing, it makes it difficult for clubs to buy foreigners of quality that were once present only 4 seasons ago. And a high quality J.League in the long term is a better plan for Japanese football, future players that go abroad, and the national team, than giving away players for nothing in the hope that they all turn into the next Kagawa/Honda. ----------------- I'm not against Japanese going to european leagues. But eg Tulio leaving won't even help the NT ffs cause he doesn't play for Japan anymore, all it would do is make the J.League that slight bit weaker.
I'm not all for japanese players to Europe. For instance Komano to the worst club in the belgian league is totally crazy. Can't understand it. And I guess you are right in the last sentence also.
