The way that Paraguay got to the final has already made history. They are the first team ever in a FIFA tournament that has tied every single game while making it to the championship.
Please note that Brazil tied pretty much at the end of the game once while playing a good game, and Venezuela tied Paraguay at the of the game also one of the best games, so it wasn't always like Paraguay playing for the 0-0. When Brazil came to beat Paraguay, the defending part took its toll on Paraguay. Don't underestimate the effort of keeping Brazil at bay. Venezuela had a lot of discipline also, playing to defend first and then attacking quickly, with a few tourney like this, they can even be a force to be reckoned with, I guess.
Hopefully Uruguay wins its, but if Paraguay takes this thing on penalties I'm gonna get a good laugh out of it.

Paraguay is like King Joe: stiff, with very little attack, predictable, slow, but protected by an almost indestructible armor.
All the people complaining about Paraguay playing defensive obviously choose to ignore the group stages where Paraguay attacked in all 3 games and where unlucky not to win.
So basically Uruguay is expected to get 1.1 goals in the final and Paraguay is expected to get 0.8. AKA it will probably be 1-0 or 1-1.
