As if more scientific proof were required . . . This just in from Orange County. Hmmmmm. This is a capitalist society no? So why doesn't El-Lay actually pay for the water it uses? If they just had to eat more of the bill, their behavior would change overnight. If the average home and business water bills were to increase by say 20%, nearly everyone down there would get religion about saving water. Instead, the rest of the western US states (and northern Mexico against their will) subsidize El-Lay's water consumption, and thus they continue to abuse a precious resource that is not theirs to begin with.
