Can someone explain the Europa Conference League to me?

I thought this new Conference League was supposed to inherit a lot of the medium size teams from the EL, while the EL returns to more of the Cup winners. But it looks like some Cup winners go into the Conference League. I am confused.

It depends on the coefficient ranking of a league.
