Gab Jesus already developed into a good scorer with Palmieras so he adapted right away at City. Vini and Rodrygo weren't consistent game changers in Brazil at 18 so them taking few years to adapt to La Liga and RM was expected.

This is not too difficult to understand, we entered a bidding war with PSG over Endrick and ended up outbidding them by €14mil. €12mil is money Palmeiras will pocket instead of paying them in taxes. We had to pay extra tax for Tchouameni and Endrick due to Spanish law. Palmieras wanted 60 ME after tax. If PSG offered 58 ME, they'd have got full 58 ME because additional tax only if he went to Spain.
Seems like the question is how GJ was at Palmeiras before his move ? His breakthrough was in 2016 and was probably the most important player for our league title that year. He won MVP of the league. He did have a drop in form in the last few months though. He also started playing for Brazil in WCQ and hit the ground running in mid 2016.
Meanwhile Vini struggled in his first season, but had decent production in his second season in Brazil. Rodrygo had many quiet games after that hattrick.
