you know that cooperation has not, traditionally, been a strong suit of competing leagues, yeah? it takes at least one of the two parties being in an existential crisis, historically speaking, to bring them to the table. the notion that it might make sense has not been a driver. the wisl was basically down to three teams when it merged with the second misl and the usl version of the misl was sucking wind when six teams bailed for the pasl to create what is now the masl. what's super funny is how 'committed' the usl said it was to creating a long-term indoor league and then never ever ever did it.
It sounds like the NISL is paying players a little bit and can afford to rent out real minor league arenas for doubleheaders, so they seem like a higher level than a group of former MASL2 teams.playing on rec fields.
Where could an indoor team play? How about the Gene Polisseni Center where the Rochester Institute of Technology hockey teams play. It's seats about 4,000 for hockey.
They could always do what Utica City did. Since the good dates at the Adirondack Bank Center were taken, UCFC has mostly Sunday afternoon games. It has created a culture of that's when games are supposed to be.

Just to catch up, MLIS ended up with 12 teams for the 2022-23 season. Three divisions of four teams each will play independent schedules. The Eastern Division schedule has been announced and the Central Division schedule might be announced as soon as today.

The Milwaukee-based Brew City Legends franchise has been transferred to new ownership that will operate the team as the Brew City United for the remainder of the season.
