I've always thought that Mexican players are low risk to Euro teams. If the player doesn't pan out in Europe there will always be good money in Mexico ready to buy him and bring him back. Looks like Celta figured that out. I wouldn't be surprised if that was their plan all along

It would be nice to see Torres continue his development in Germany, I think he has not performed to our expectations in thr U20 qualifiers yet, but he is an interesting prospect who should continue to grow in his development.
