It's New York. Everything is negotiable. Except the stadium in Flushing, Queens of course, and the West Side stadium. But I think the three parties are pretty close to an agreement.
Yeah, I think this is a sign that something is imminent. A company isn't going to borrow such a large sum of cash (and begin accruing interest on it) unless they're going to use it soon.
Or they never plan to use it for an actual stadium. It could just be to mitigate losses due to Covid under the guise of a new stadium.
I think what he's saying is that it's possible that CFG is mentioning the stadium as part of the reason for borrowing the money, but it's really just being taken out to cover revenue shortfalls related to the pandemic. Except if that were the case, they would just say it. No one would begrudge the group that need.
