It wouldn’t be an American-style across the board cap. Instead, it would be a German style cap of a percentage of revenue.
Which pretty much locks in the standings in a league.. Without some variety of revenue sharing, locking in random German club to a percentage of their revenue means they can’t compete with the likes of Bayern Munich.
Is this what Financial Fair Play is supposed to control? Teams can’t spend way more than their revenue? Are FFP and the German style cap the same thing?
FFP concerns the total expenditure of the club, including for instance transfer fees. The German style cap relates to a specific part of the expenses.
Eh, the top of the Bundesliga usually includes Bayern, Leipzig, and Dortmund, but even then the latter two miss Europe every few years. Meanwhile, a club like Schalke had a couple of top 5 finishes through the 17-18 season and then dropped off steadily and got relegated this year. It's not perfect, but there's more variety in the Bundesliga than most of the top leagues in Europe.
It doesn't have to a salary cap or a luxury tax. If UEFA clamped down on more team regulations like strengthening Financial Fair Play, excessive loan agreements, and no club has to have more than 30 players in a senior squad, a lot of these loopholes and misnomers every big club takes advantage for.

Edit: If Ek want's to take over I would think he must pay a truckload (lorryload?) of money over the present net worth of Arsenal. He definitely doesn't have the money unless he does a leveraged buyout which everyone loves, specially the fans of the teams.
Stan can sell and then use all that money to transform his real darling, the Rapids, into an MLS superclub and dominate the CCL! He'll rename them the Flying Pigs.
So, this is directed at Arsenal fans in general. Do they realize just how much money the Kroenke Family has???? Like....Ek isn't even close to being in their ballpark. Kroenke won't even take his call(s). Hell his assistants won't take Ek's call(s). Kroenke made his fortune in real estate. Owns a plethora of pro sports teams (NHL's Avalanche, NBA's Nuggets, NFL's Rams, MLS' Rapids, NLL's Mammoth, and Arsenal FC). Oh, and his wife is a Walton and heir to the Walton fortune (Wal-Mart). The Kroenke's are one of the richest families in the World. If they sold Arsenal FC to Ek...that would be huge shock.
Interesting note, Kroenke made his early real estate money by being the developer for Wal-Mart parking lots. All the fast food, retail, doctor's offices, etc. you see in the strip malls attached or in Wal-Mart parking lots? That was Kroenke's bread and butter.
Also interesting that he is considered a terrible owner, but he owns a team that recently went to the Super Bowl, and he built them them the most expensive stadium in the world...
I'll be 100% honest. If I'm forced to choose between KSE and putting the Rapids on the market I'll take KSE. I'm concerned that just making it known the Rapids are available would lead to a Columbus situation where an outside investor buys them with the plan to relocate. The Rapids are an obvious candidate for relocation under different ownership. Now if a buyer can be identified that's dedicated to the Denver market and then approaches KSE I'd rather get rid of KSE than keep them. Short of that though, better the devil you know.
The fans in St. Louis are so excited about how well their team is doing and their great new stadium.....oh right. Nevermind.
Not sure what this has to do with the price of tea in China, tbh. While it is true that Kroenke has more money than Ek, Kroenke isn’t giving Arsenal the money/attention it needs to be a top 5 club Arsenal fans are used to.. I would also think it would depend on how much Ek has put together. If it is a metric f**kton that gives Kroenke a decent profit on the resale, I would think there is a decent chance Kroenke could sell. Kroenke reportedly spent a little over £1 billion buying Arsenal, if Ek offers him over the current valuation of around £2 billion, is Kroenke going to say no?

Serie A was fine when they were relegated for their fraud a couple of years ago. What alot of non Europeans donot get is the fact those twelve clubs are just a few of all the clubs in all the leagues. It isnot some US closed shop with an artificially limited number of clubs where some leaving would make the league collaps. We have more leagues in Europe than other huge countries like the USA/Brasil/China have in professional clubs that matter.
Depends on the league and your definition of fine. In Serie A’s case, losing only Juventus for a few seasons would be barely noticeable because they still have both Milan teams, Roma, etc. But other leagues aren’t as fortunate to have such a broad top. If La Liga were to lose Real Madrid and/or Barcelona, it would be devastating to the league’s revenue and could drive an already tenuous situation over a cliff.. As an example, look what happened to the SPL when the Rangers were sent to the bottom of their pyramid.. They lost pretty much all of their broadcasts deals, or had to make major revamps to them and the league became a one horse show until a few years ago when Rangers were able to rebuild to the point where they could compete and beat Celtic. But, for the most part, the damage was already done. An already diminishing league has been reduced to a shadow of the shadow of itself that it was before the Rangers were sent to the bottom.
