From the sound of things, at least 10,000 fans will be allowed into Wembley, provided things go as planned from 17 May. If my understanding is correct, all limits could be removed on 21st June, which could mean full stadiums. This would mean 10,000 for England vs Croatia and Scotland and potentially full capacity for England vs Czech and the other knock out games at Wembley.
I do think at the end of the day we can expect middle ground 33 to 50% capacity st all wembley games. Would not expect less albeit as this unfolding would not expect more neither..
From 12% capacity to 100% overnight? Don't see that happening. Sounds more like whatever plan they drafted simply covers the period up until the start of summer at which point they will re-assess and a new plan will enter into effect.
After thinking about it more I do not see how those game would be attended more? You have to send in the application to UEFA early April so I dont think you can just change this.
As it stands you're right that it's just a loose proposal that will need to be looked at, but it provides some optimism should things go as planned with regards to the virus.
On a literal interpretation this was my understanding too. However, I can't help but think that some sort of middle ground will be found for the Euros (if indeed they do go ahead). It would be a nonsense to limit the attendance for England v Scotland on June 18th to 10000 but allow 90000 people in for England v Czech Republic on June 22nd as it's not as if the risk level will be 9 times lower in the course of four days. Has Sturgeon given any indication as to whether Scottish stadiums will be hosting matches come the summer? Be interesting if the rules for Hampden were different to the rules for Wembley.
The FA are hopeful of having Wembley Stadium opened at 30 per cent capacity for the Euro 2020 tournament. According to Martin Lipton from The Sun, the English football governing body have told UEFA they hope around 27,000 supporters will be allowed in at the national stadium.

The Irish restrictions for international tourists, starting from March 5th until at least September, 2021, will be as follows: Visitors for social/tourism purposes must quarantine in a in a government appointed hotel for 14 days. Movements restricted to the hotel only. This includes visitors with a negative PCR.
So, from 17 May, a maximum of 10.000 fans in England. This is a very bad news imo. It's preety obvious for me that UK will "offer" a maximum of 10.000 fans for EURO games (in London and Glasgow). And even those 10.000 are not sure. Keep in mind that UEFA's decision regarding venues should be taken in early April. In these circumstances I would remove London and Glasgow as venues for EURO. Unfortunately, the situation regarding coronavirus is not so good in UK (comparing with other countries) and UEFA should have the courage select other venues (Moscow etc ...). EURO should be a tournament for fans and with fans (as many as possible).
Only 2 other countries in the World let alone Europe have vaccinated more of their population than the UK, hence why there’s talk of more games being staged in the UK. Fingers crossed here in the UK we continue on the road we are on and some of us will see live football this summer at Wembley.

Rome will try to "offer" a 30% capacity of Olimpico (which means at least 20.000), Bucharest will try to "offer" ~ 50% (which means 25-30.000), I'm preety sure that Russia will offer a decent number. If UK can "offer" only 10.000 fans than it's better to replace London and Glasgow with other venues which can "offer" more. P.S. btw, if the situation is so good in UK, why Boris Johnson will open the stadiums so late (and only with 25% capacity, maximum 10.000) ? For example, in Romania the plan is to have a 30% capacity on 28 March (romania- Germany). In Russia and ukraine there were fans in Europa League, last week ... There are 1,5M people currenty infected in UK. In Romania there are 35K, in Germany 132K, in Italy 387K.
But its not either/or. The evidence that you are putting out there would suggest the way forward is to keep the 12 host countries, not to remove England and Scotland. You need more than 10,000 difference in capacity limits to justify an overhaul of the tournament.

Nobody knows whether fans will be allowed in, or how many, or even if the tournament will happen at all. It all depends on how the virus mutates and if vaccination can keep up with it. Boris was just sticking pins on a calendar yesterday, blindfolded.
Mutations are not and should not be a factor. The tournament will go ahead it is actually 100%, on the number and nationality (internation or only local) of the spectators are in question. I am interested if UEFA wants to know exactly in April what to do or are they willing to a wait a little more as we can clearly see things are progressing in the right direction not to mention the overall lack of respiratory viruses during summers.

I have a feeling we will see the following: - Some countries will decide 30-50% capacity and others will say closed doors. - There will be refunds, BUT: - When the vaccine uptake skyrockets in the EU around April-May, and the virus dies from the second half of April, they will decide to open up capacity and: - People who got cancelled will get a special link to buy the new tickets (as we know this email system from sales recently) to enjoy priority before others. - I think final capacity will be between 30-100% for all venues.
The only host country that seems to be on that timeline is the UK. Most others have only vaccinated 4 to 5% of their population.

It looks likely albeit for certain countries. We are weeks (possibly months) behind the U.S. and UK in the vaccine rollout. In any case I cannot see too many fans being allowed at games here and even if so then locals only. We are currently in a strict lockdown and cannot travel more than 5Kms from home. This is likely to continue until April at least.
