Do those automatic thresholds apply to all international matches (and potentially even youth international matches), or just competitive matches like it normally has been?
Okay, so i've been trying to work out how an MLS player with minimal national team experience, and without a UK passport, might complete a transfer, and i can't. MLS is a tier 4 league, according to the rankings. Playing 90 percent or more of the matches for a tier 4 club gives a player a maximum of 6 of the needed 15. There are additional points available, such as transfer fee being above 75 percent of all other transfer fees that year, that's 3 points (50 to 74 percent is 2) and wages, above 75 percent is 3, 50-74 is 2. There's the nats addition, but with the US moving up to 20 this months, that would mean 45 percent of USNMT matches. But without that, it's there are no points available. The new rules do seem to specify there are point for Champions League, Uefa League and Copa L as the continental championships worth of points. As those are mentioned, the lack of mention of the CONCACAF CL would seem to be excluded from the points.

I was trying not to make it about Mueller, but yeah, it was really about Mueller. I konw the Scottish FA was talking about making their requirements less stringent, but did they? It does not look that way.
I was going to say that the only obvious difference appears to be an Exceptions Panel, which England doesn't have. Some updated rules: The new solution, which has been approved by the Home Office in the UK, will allow clubs playing in the English league the ability to sign a number of players who do not meet the current points requirements, which is 15. A maximum of four players who did not previously fit the criteria — based on factors like league ‘quality’ and domestic minutes — will be available to Premier League and Championship clubs, and two for League One and League Two teams.
