The Southeast ADA Center said in a recent brief that “f a person with a disability is not able to wear a face mask, state and local government agencies and private businesses must consider reasonable modifications to a face mask policy so that the person with the disability can participate in, or benefit from, the programs offered or goods and services that are provided.” “A reasonable modification means changing policies, practices, and procedures, if needed, to provide goods, services, facilities, privileges, advantages, or accommodations to an individual with a disability,” the center added. “What the ADA basically mandates is that they have to consider serving the customer in another way,” the center’s project director, Vinh Nguyen, told PolitiFact. “They don’t have to allow entry into the actual store.” Examples might include allowing a person to order online or by phone with curbside pickup; permitting someone to wait for an appointment in the car; or carrying out appointments by phone or video.

Japan has not had hard closures, depending instead on the citizens policing themselves and wearing masks in public. Like Sweden, it kinda worked because the citizens follow rules well, and unlike Sweden it worked better because the Japanese don't mind wearing masks. But now Tokyo is in trouble (not America trouble, but still 200+ cases a day). The problem is that youth are stupid, and without closures they are congregating in bars and nightclubs and spreading the coronavirus amongst themselves. The best responses remain combining a population mostly willing to follow advice from the best science available and a government setting hard rules for the small percentage that don't.
This is day 6 of me waiting for a test. I work in two stores. One is creating a list of every customer that enters the store, the other isn't. Take the running store I work at. I have 10 colleagues and we get about 30 customers a day. I work there 3 days a week. If my result is positive or creates a logistical nightmare. We have to contact all the customers that came to the store on the days I was working, then each of my colleagues needs to get tested, with a 7 working day turnaround. That would shut the store. Wrt to the hardware store i work at, I work in a team of 6 people. Most of my direct colleagues are in their 50s or 60s. They'd all need to get tested which means our entire team would be out for around 7 working days. No wonder both of my bosses are freaking out.

Doubt that will happen. The Reps in the state have been suspiciously quiet regarding the pandemic recently. There has been little notice given to this, Dane County (Madison) is also doing mandatory mask wearing, and both Pick 'n Save and Kohl have also announced mandatory mask wearing in stores. Personally, I think it is because this is supposed* to be a battleground state and the unpopularity of Individual One's conspiracies and actions regarding this pandemic would only help diminish his chances in the state in November if the Republicans challenged the ordinances. * - I don't think it is a battleground state. I think Biden has already won Wisconsin.
