Depends on which one of the two ratios you consider "bigger". To me 4:3 is bigger, and they squished it vertically to make it fit into 16:9. Semantics and all that. Another take: There's currently an issue with old The Simpsons seasons on Disney+ being cut at the top and bottom to fit into 16:9, making many gags simply impossible to see... It's curious this all is a problem now of all times. Youtube recently even moved away from enforcing the 16:9 ratio on all content, allowing the player to fit any custom ratio (to sometimes hilarious results).
