It depends. He'd have to look decent in the second division, at least.

I'm sure Arriola would be pretty dominant against USL level competition.

11 goals in 27 games? Nice. He needs to move up a level next season.

Last time he was in the second division he scored once in 24 games. This time he'll have to improve on that.

He was in an awful side, but yes, he has to do better.

But I think that season was the turning point for him. He'd had occasional decent performances there, even in the Prem to some degree, but it wasn't nearly consistent enough. In the middle of the Champ season, Chris Coleman sent him to the reserves. He came back late in the year much improved. It was only a handful of matches, but something had clicked. He carried that form into the first half of last season before injuries and the birth of his first child seemed to knock him off stride. This year has been another step forward.

Broad consensus on the Sunderland message boards is that he's one prepared to take the step up. And I think most would say that only applies to 5 or 6 of the current squad.

I must admit I have a soft spot for the Black Cats. They took their time to hate on Jozy, which is very generous for an English club. Some of their fans were still defending him when half of our YA board was already done with the guy.

have we ever come to a conclusion on whether MLS is better or on the same level as League 1?

But MLS is very obviously significantly better.

That isn't really the debate re: England though, and hasn't been for a while - it's where MLS falls relative to the Championship, and that's more of a nuanced conversation best suited for the linked thread.

BS hasn't sat down and taken a considered decision on it (called witnesses, taken evidence, commissioned expert studies, etc.), if that's what you mean. ;) Without inter-league competition, it's impossible to make meaningful comparisons. Random speculation OTOH . . .

That leaves looking at transfers from one league to the other over the last three-to-four seasons: how many games he got in the two seasons before crossing the pond, which team(s) he played for and at which end(s) of the league, how he did in the two seasons after crossing, his age profile, etc.

There have been almost none from League 1 over the last 5 years; non-DP moves from the UK are now from Premier League U-23 sides, with a sprinkling going to or from the SPL. Which tells its own story: MLS may not be shopping at Harrods for players, but it isn't shopping at Poundland either. That's as it should be. There's far better value to be had in the likes of Costa Rica, Argentina, Paraguay, etc.

Finishes 2-2, which leaves Sunderland in the playoff zone, only 3 points (and 5 goals) off 2nd

Came in at 71' but they lost 2-0 and sounds like it could have been worse. Sunderland going through a rough patch at the moment, with this loss they're out of the Top 6 --that is, not qualifying for the promotion playoff.
