Yes it would be at Wembley as Scotland can now only qualify via the playoffs. England are now guaranteed three home games in the group stages. If two hosts qualify directly they draw lots for the home game. Note yes I know it is still possible for Scotland to qualify directly and England to not qualify directly but only on paper not in the real football world.
BBC had this a week or so ago. https://www.bbc.co.uk/sport/football/49819800 If two hosts within the same group qualify but one does so automatically the automatic qualifier will host their three matches. Therefore England will play their three matches at Wembley providing they qualify through the group. If Scotland qualify via the play off they will play England at Wembley and host their other two opponents at Hampden. Seems fair enough to me. An advantage is had by qualifying automatically. I hate the host home field advantage. Just make it random and don't worry about ticket sales so much. It's especially galling that both Romania and Budapest have to play behind closed doors for fan behavior and both are still in line to host three home games before those same fans if they qualify.
Yes I would agree with that and fortunately it will be a one off and was an idea dreamt up by Platini who was desperate to prove his worth. Still England only ever win tournaments when at home (except the Rugby in 2003) so maybe we will be less rubbish than normal.
As someone with Amsterdam tickets, I am happy to hear this. I was worried that Romania would qualify via the NL playoff, but now just have to hope they don't qualify directly.

Random question for Ukrainians - and visas for Euro 2020. If a Ukrainian bought a ticket through the portal for London, what happens regarding visas for this? For 2018 I bought a ticket in Russia and was given a fan ID - any ideas this way for citizens of nations that would usually require a visa to visit?

Questions about follow your team tickets: Is it easier to get tickets this way than from public sale? are this tickets only for clubmembers of national team supporters?
@ChristianRevolution If the next phase would be on the First Come First Serve basis (as we all expect it to be) then it would mean a direct payment. @Toni Eriksson Follow Your Team Tickets as always would be distributed two ways. First, through national federation and basically every federation has its own method of doing it. Some of them rewards the frequent national team supporters with more chances of getting tickets. Second, through UEFA ticket portal. Wasn't it already possible to apply for these kind of tickets during phase one? Anyway, those tickets sometimes pop out also on ticket portal but it's not something I would count on.
It depends on the country. You can forget England, Netherlands, Germany and indeed a lot of the smaller nations such as Rep of Ireland, Northern Ireland, Wales, Scotland, Denmark, Sweden etc. All have various ways of allocating tickets and demand will greatly exceed supply if they qualify. Surprisingly some of the better footballing countries will not have such demand. France, Spain, Portugal and Italy spring to mind. It also depends on what checks they impose. "Home" advantage skews things a bit with Spain and Italy. The problem now is that all future sales occur after the draw. The draw will throw up some high demand games which will be a problem for tickets if your country is involved.

My wife and I are traveling from the United States and would love to be apart of the festivities. We'd like to see three games, one is Dublin, London and Amsterdam. We are flexible on price we just want to make sure we can experience the fun and passion. My question is if we fly to the cities, are we guaranteed a ticket if we are willing to pay for it? I just don't want to be in London while a game is going on and not be able to go because we cant get tickets. Any advice would be helpful. We are flying into Dublin for the June 15th game, then flying to London for the June 19th game and then flying to Amsterdam for the June 22nd game. Thanks.
You are certainly not guaranteed tickets. Amsterdam in particular will be very difficult. There are however plenty of chance to still get them at face value. Register on www.uefa.com and try the next public sale in December. Maybe get your wife to apply separately. You might end up with duplicates but better than none. Applying for cat 1 tickets will definitely help your chances and accept lower categories. Dublin will be either very very easy or very hard. It depends on whether Republic of Ireland qualify or indeed if we do are not in Bilbao that day. The good news for you is that our best chance of qualifying is via playoffs next March and many fans will be reluctant to buy tickets before that. Northern Ireland, Poland and Wales are probably the only other nations who could play in the group stages in Dublin who would sellout. London will involve England. It is a huge stadium but demand will be huge. You would need to be lucky to get them through official channels. Amsterdam is a smaller stadium with almost certainly a home game for the Dutch. Even without knowing the opposition this will be very difficult. One thing do not use viagogo or such sites at this stage. If you must do so late as even buying say Dublin tickets now is a waste of time. If we qualify prices will rocket but they will renege on your sale. If we don't tickets should be very easy. If any of the games involve playoff winners keep an eye of messageboards involving playoff losers. If Republic of Ireland get knocked out then www.ybig.ie will have loads of fans biting your hand off for face value. Another option is the other team. Many countries will struggle to sell their allocation. Some will let you register and apply for tickets particularly if not from the country involved. eg England v Portugal/Slovakia/Serbia at Wembley. Those nations may accept applications. I don't know for sure but they are unlikely to sell their full allocation.
First, thanks for taking the time and responding. Maybe I'm being a dumb American, but I have a couple of questions. People don't sell their tickets to make money? I can't just buy two from someone for more than face value? I also am not sure on what you mean by the other team and trying to register that way. What is the difference and how would I go about doing that? I would love to cheer for the home team, but in reality it doesn't really matter where we sit because I just want to see a great game. I have a strong Irish heritage and my wife is Dutch so it would be great to see them but we just want to experience the atmosphere most importantly. Thanks again.
If you are there then no harm trying outside. there will most likely be touts (scalpers). You could also use websites etc but better closer to the game. Each country will get approx 7,500 tickets for Dublin & Amsterdam and 13,500 for Wembley. Now you can forget any chance of getting tickets via the Dutch or English Football associations. However after the draw on November 30th you will know who will be in those games. Some of the countries involved will not sell their full allocation. Now it could be say England v winner league C playoff. Demand for tickets will rocket as that might be Scotland. However it could also be Serbia or Bulgaria. If Scotland were to lose the playoff you could try finding Scotland fans who will offload quickly. Your best chance is still the public sale in December/January and then the First Come First Served portal in the spring of 2020.
Speaking of Amsterdam, I am trying to get tickets for the Round of 16 games in Amsterdam and Copenhagen. On viagogo, Amsterdam is pricey but I can live with it, Copenhagen is through the roof. My thought is that, after the draw, those tickets may drop as it will still be unknown who would be playing in those games but it will certainly be known who isn't (teams in C and F for sure). Does anyone have any experience with trying to get tickets for knockout games from prior tournaments? Should I wait as I plan to, or just go and get them now through viagogo?
