True. Assuming Holland win their game-in-hand in Belarus, then we would essentially have a 2-legged contest between Holland and NI that will determine who enters the final matchday in second-place. Only thing that might be in NI's favor is that their final match against Germany might be meaningless for Germany (keeping in mind that Germany would not be too motivated to help Holland). So Holland will want to make sure they win that 2-legged affair. Then again if NI get 3 points against Holland, then Germany's last match won't be meaningless to Germany. I'm talking in circles...
IMO UEFA should separate teams who were in the same group. Scotland and Israel were in League C Group 1. It's like how clubs from the same group can't meet in the CL Round of 16.
