I understand that to play international tournaments it is necessary to have citizenship (even if they are not recognized by FIFA), last year Toure and Bohui could play the torneo delle nazioni since they had citizenship. To attend the national camps it is not necessary to have citizenship (as in the case of Ferreira)

Call-ups are being sent out for an upcoming U16 camp in California. '03s F Matthew Roou (Shattuck-St. Mary's) and GK Mitchell Budler (Union) are in. Budler was last with the U16s in June 2018 and this will be Roou's first US call-up ever. Someone in the know says an '03 Sounders player is in and it's not Kinzer, Kitahara, or McMillan, and it might be speedy F/W Lomeri Torujo for his first US call, but we'll see what happens.
'03 Sounders CM Edgar Serrano updated his IG bio to include U16 US National Team, so he's almost certainly in, and it'd be his first call-up to the US at any level. I don't believe he's related to Ray Serrano. Not sure yet if Torujo is in. Torujo is apparently US-born and of South Sudan descent.
For the Sounders, it sounds like it will be Serrano and two other expected call-ups after all, Kinzer and Kitara. We'll see.

Smith is roster filler. He doesn't have the technical or tactical skills to be a good pro player, IMO, but its a U-16 roster. Not every player on the roster is going to be a great prospect. I doubt that Gomez would've been on the U-17 roster. @zlebmada asked him about Gomez in an interview, and Wicky deliberately avoided the question, refusing to even mention Gomez when answering the question. It seems like he prefers Armour and Tolkin, which I think says a lot about his talent evaluation. Brothers.

All the main names are there. I suspect this group of players could come close to beating the U-17 NT. It's a more talented group of players from top to bottom, IMO. One thing I noticed is that Darren Yapi ('04) is on the roster. I didn't check to see if there are any other 04's on the roster, but I wonder why he was called into this group when he's not a regular in the U-15 NT age group. Admittedly, I've not seen him play, so I can't given an assessment if he's one of the better 04's.

Two things I wasn't aware of. I'm on record of being a big fan of Sorenson after watching him for 10 minutes over a year ago, so I'm pretty much an expert.
I think Eliot Jones is injured, otherwise he's a big omission. Best keeper in this age group, IMO. A few players whose game I rate that weren't called in include Marcus Ferkrankus (CB), Mitchell Ferguson (CB), Colby Quinones (RB), Tarun Karumanchi (DM), Jonathan Perez (#10, called into the Mexican program). I wouldn't say there are any big omissions. Some of the best 03's are in the U-17 NT right now (Leyva, Pepi, Cuevas, Freeman), so they'd probably be in this team, as well, but they aren't omissions. It's still a plenty strong group without them. As good as those players are, I'd say the best few 03's (Nyeman, Chifamba, Gomez) are all in this camp, so its a star-studded camp, and I think this is the player pool's star-studded age group, so anytime the 03's have a YNT camp, it's worth paying attention to. Among the more notable inclusions, I'd say that Matthew Roou, Christopher Garcia and Kevin Paredes are among some of the lesser capped players in this age group who have a lot of ability.
Jonny Perez was almost certainly part of the LA Galaxy youth side that apparently scrimmaged the US U16s today. Jonathan Gomez's IG story today has him and Perez hanging out at US U16 camp (Gomez in US gear and Perez in LAG gear). It appears the US won 2-0, one assist by RSL's Christopher Garcia, don't know who else scored or assisted. It seems Perez did not make it to Mexico U16 camp for whatever reason. Edit: I don't care to promote my tweets but you can see that Jonathan Gomez himself "liked" my tweet about this.
