Mexican roster for the upcoming U-17 tournament that the US is also playing in. This should give us a good idea of who will be on their U-17 WC team. No Alvarez, no Carrera, no Letayf, no Gomez. Alvarez will probably be there at the U-17 WC, but Galaxy doesn't want to release him now. I'm not sure Letayf had much of a chance due to earlier injury. The lack of Gomez is good news, considering they have three 03's on the roster. I was doing a bit of explaining about this on Twitter. (I'm sure someone will come along to explain why I'm unqualified to dig into this topic). I have read the bulk of the letter that came out & I'm waiting to get the usual guidance from my immigration law firm, which I will share. But the gist of the changes seem to be: This does not affect the citizenship of children born abroad to US citizens who already meet the residency requirement. Let me break it into 2 parts: 1) Spouses & children of US military/government employees overseas. Right now, USCIS counts the time a spouse or child lives with a US service member (citizen or not) when they reside overseas. Under the new rule, that will no longer be the case. That means a spouse won't have the clock running for residency credit for their possible citizenship (the 3 or 5 year residency while holding a Green Card). The rule will hurt these folks the most. 2) Children of US military/government employees born overseas The law considers 2 classes of US citizens when it comes to passing down citizenship: A) Those who have citizenship and meet the residency requirements (usually 5 years) B) Those who have US citizenship but haven't lived the 5 years in the US required. The rule changes won't affect (A) -- most of the dual Germans, etc., born to a military father overseas. It will affect (B) -- say the children of someone who is a US citizen, but who can't pass along citizenship to his children because he hasn't lived in the US. Most of the children of our German-Americans who never lived much in the US fall into this category. (B) can only pass on US citizenship if they actually reside in the US with their children by age 18 of the child. So Terrence Boyd can pass on US citizenship only if he moves with the child to reside in the US by the child's 18th birthday. ======================== Ultimately, this should not have any impact on the majority of foreign born Americans. But does affect the 2nd generation if they don't move to the US (like Jermaine Jones did).

If it's possible at all, he would need to have gotten his US Passport before playing in the last U20 World Cup. Marshall called him the biggest snub from the Mexico roster for this window and now there's smoke (the first tweet) that maybe the USMNT can come swooping in and get him to file a 1 time switch. He's 19 and and has 15 goals in his last 23 games for Leon, including 5 in 5 this season. Strangely enough he was just at Mexico's young player camp that Martino held before announcing his roster. I wouldn't hold my breath but if he does have a US passport, he'd be a Yank on a Foreign YNT, and if he switches, or if he doesn't, well, then he wouldn't.

I think it's less about the actual passport (that's just a confirmation of citizenship), but was his US citizenship from birth or naturalization. As long as he was considered a citizen before the WC, he would probably be okay.

If he's eligible, why not try to convince the guy to switch? I see no downside. Whether he's actually eligible is likely going to be the bigger obstacle. If he's eligible, I think it's clear that we have the better program with more talent, and we'll be competing for bigger trophies than Mexico over the course of his career.
There was a lot of concern over the status of our dual citizens players born abroad and it appears this change won't have any impact on their citizenship. Here's what USCIS had to say: “This policy update does not deny citizenship to the children of U.S. government employees or members of the military born abroad.” the new rule would only affect three categories of people: Children of non-U.S. citizens adopted by U.S. citizen government employees or service members; children of non-U.S. citizen government employees or service members who were naturalized after the child’s birth; and children of U.S. citizens who do not meet residency requirements. I was mistaken on one element. Despite what earlier reports indicated, spouses are not losing credit for residency while living with a military spouse overseas.
