Intent is not written anywhere in the rules. Whether you meant to slap someone in the face or not, it is a foul. It was a yellow card to Jones of T&T in the game against the USMNT and it was a yellow to Rapinoe. She is not suspended for the France game. It is unfortunate, unlucky, and fine.

Julie Foudy, certainly no neutral observer, called it "incredibly soft". I haven't even seen a replay that actually showed contact. Lavelle's leg doesn't move from the contact. She takes two steps, then falls down. Meanwhile, she has played the ball 20 yards away from her. Maybe talking about the yellow is distraction from the fact this team has not scored a goal from open play in almost three games. They remind me of England in the Men's WC. Thought of as shaky at the back but strong in attack, they actually didn't give up many goals and scored on PKs and set pieces. Until they faced their first actual good team... Friday is going to be fascinating.

I just can't see the road you are seeing. Hitting an opponent in the head is just not allowed. Is that a slippery slope to what? Seems like what you are advocating, allowing some hitting in the head, would be the bigger issue.

Ok lets concede that the slap to the head from Rapinoe was indeed a foul and a card. Just for sake of discussion. Then where was the penalty and yellow (red?) when Rapino was grabbed around the neck during a corner kick?
The VAR could have thought it was a foul and could even have thought it should be cautioned. The VAR can only get involved on this play if it should be a send off.
