After reading the article he probably meant Cosmos B will be back in the NPSL again. Besides that my guess is maybe some new D3 NPSL league.

The Cosmos announced that they play both the 2019 NPSL season and the Founder's Cup at the Mitchell Athletic Center on Long Island. I was hoping they would play games in Coney Island and continue developing a Brooklyn presence.
ESPNfc is reporting that Rocco Commiso is close to finalizing a deal to purchase ACF Fiorentina for $150 million. What does this mean for the Cosmos? The long term investment of a SSS either on LI or in Brooklyn is gone. With the team now playing in the NPSL however a relationship with Fiorentina will probably help the Cosmos with loan players and promotions/friendlies and I would hope pre-season training in Italy. What the Cosmos are now is what they are going to be for a while; having a connection to a Serie A club can help them.
I'd imagine this is the nail in the coffin. Commiso made a play for top flight soccer on the US on the cheap, it failed, so now he is going to the place where shady business tactics are commonplace. I don't think he will be all that committed to the Cosmos anymore.

When all the different permutations of >D1 was being floated around I thought that NISA was the likely winner as "the alternative league to USL". The road to get there took a few turns [and I had my doubts that it would ever exist] but NISA has emerged as that league. But whateverthename of the league I think many of us thought the Cosmos would end up in just this kind of league; so no surprise. I think what will transpire in the first few years of NISA will look like so many of the lower level leagues before it; clubs will fail, relocate, etc. That NISA came into existence is one thing; surviving is another. Rocco has the money and a willingness to spend it that few clubs at this level can match. NISA, NASL, the Cosmos will continue to do what they do. That said, I truly think each club's success or failure in NISA has nothing to do with the Cosmos but rather in their own decisions/marketing/community involvement etc. We'll see how well Chattanooga and Detroit transition to a professional league and the other new clubs do. It won't be easy for them.

Well that went nowhere quickly---As soon as there was even a little pushback the big clubs folded, and there went any opportunity for the Cosmos to join Super League. As for pro/rel in the USA--it is not economically feasible to all those people who sign up to start a club from scratch at the Tier 1 Level.
The Cosmos fans should worry more about their own team's future than about any Super League or MLS that won't ever include them....
