I would say first they need institutional changes. Woodward is imbecile. Secondly, they need a quality coach who has the capacity to rebuild squad and create players - example Pochettino. Followed by 5 quality signings at least.
Just to add to this (its implied in your post, but maybe not totally clear to some), if Spurs win CL and finish outside the top 4 and Arsenal/Chelsea win the EL and also finish outside of the top 4, then the 4th place EPL team will not compete in the CL. AFAIK, that's the only scenario where you can finish 4th in the EPL and not qualify for the CL. It actually can happen this season, but would require Man Utd to beat City and Chelsea this week for starters.
